Rent will continue to be $-14.00??

Housing finally sent me my rent adjustment after I notified them if no income as my income as I'm currently unemployed now.

It says

"Based upon verified information you provided, effective January 1st, 2020, the amount of your monthly contact rent will continue to be $-14.00."

I usually pay $224 do they mean it's $210 now? Why wouldn't they just say that? Also I was told whatever rent I've paid since January would be back credited when the rent adjustment came in. I've paid $414 since then so I've got no clue how much is back credited since the rent adjustment is confusing. I'm going into speak with them later today but was just wondering as I just got the mail
