I like the Maybelline fit me line. I use the dewy and smooth in the winter and the matte one in the summer.

Maybelline fit me is a great makeup and only $5. I’ve heard the L’Oréal Tru Match lumi is a great option for dry skin as well. I recommend using a good moisturizer and primer too. 
As for brown eyes, basically any jewel tone will look great. Brown is pretty versatile especially with pops of color. I avoid doing a dark smoky eye because it tends to make my eyes look like holes in my head.

I have combo skin and would also recommend the Maybelline Fit Me Dewy and Smooth foundation for cooler days and the Matte and Poreless for the warmer days. I really like the wet n wild color eyeshadow 10 pan palette in Rosé in the Air if you’re looking for something neutral.
