Are the tips supposed to be dry like this?

My husband bought me this potted bamboo and it had a pool of water in it when he brought it home. There's soil in the bottom, then rocks, and the water was almost covering the rocks. He gave it to me on Valentine's day and I still have not had to water it because there is still a little pool of water in the pot. The instructions say to keep the soil moderately moist, never soggy. So clearly the employee over watered it. I haven't noticed the tips dry like this before, so I'm wondering if it is dying from being over watered. Or maybe I'm just not observant and they have always been like this.

I have been feeding it the liquid plant food, as directed on the care card.
