I dont think anyone consults for free. The appointment will likely end in testing which will cost anyway. Health departments usually work on a sliding scale with your income. Urgent care will usually work on payment arrangements.

You can’t be sure until you get tested. I had the exact same symptoms and I was sure it was a uti. But turns out it was a bv. It even could be a yeast infection. 
So my advice is get tested.
