Car seat installation?

I have a Chicco Keyfit 30 infant car seat and need help. 😬 We installed our seat according to instructions, but didn’t have a chance to get it checked because baby came 3 weeks early. Now the fire department isn’t doing checks because of corona virus. 
We read the instructions and watched videos before installing it—I thought we did it right. But on the ride home from the hospital, baby’s chin was to his chest. We leveled the seat with the bubbles when we installed—are you allowed to recline it after? I’m afraid he isn’t able to breathe properly.
Also, what’s the correct placement of the clips and straps?

I reclined mine all the way up and when you’re tightening it instead of pushing the base DOWN INTO the seat and pulling the strap push it INTO the BACK of the seat with your foot as hard as you can and pull the strap as tight as you can .. doesn’t sound like much but it makes a HUGGGGGE difference! Hope this helps. 💜
