How do you handle teaching right from wrong with your 13 month old?

My little girl is constantly testing us by trying to touch outlets on the wall or dropping food on the floor from the high chair to see what kind of reaction she can get from us.

She looks right as us with a smile and laughs when we say no and move her away from the outlet or take the tray of food away. And then she will do it over and over again.

I want to make sure I’m teaching her right from wrong and to listen to directions. Or am I crazy and I just need to remember this is just an age related thing and it will pass with time?
