Why can people have sex but can’t use tampons?

First of all I hope I don’t come across as judgmental because I’m not trying to be at all, I’m actually just curious and will have an open mind. Those who use pads because they are afraid of tampons, but still have penetrative sex with a man, why is this?

A penis is a lot larger than a tampon and toxic shock syndrome is very rare. Yes it can still happen but that’s if you’re not careful and mindful of removing your tampon at the right times. I know a lot of girls who have sex but can’t use tampons and it honestly really confuses me.

Also no need to comment that it’s not my business, I know it’s not and I’m not forcing anyone to respond to this, those who are willing to answer my question are appreciated but no one has to of course :)
