How many rolls of toilet paper would be considered hoarding?

How many rolls of toilet paper would be considered hoarding? 
I’ve seen a lot of people getting mad and talking trash about people hoarding toilet paper. Just wondering how many rolls would be considered hoarding?

If a person bought more than 1 pack of costco rolls or any bulk store, its hoarding. Name brands usually have 36 rolls in the mega bundles, Kirkland has 30, Membersmark (sams club) 45 rolls. People were buying 2-4 of those mega bundles. No one needs that much toilet paper unless you are a family like the Duggars with 21 kids or whatever number they are at.

Personally if you’re buying a pack or even two a week I don’t find that hoarding 🤷🏻‍♀️ but if you buy like 10 or something a week then I’d say that’s hoarding

I mean I guess someone could look at my normal purchase of toilet paper and think I’m “hoarding” because I have 3. I usually buy 2 of the 24 packs at a time. 
Someone could look at my mother’s purchase and think she’s really hoarding because she has 2 homes and totals 7 bathrooms... so she buys a lot of TP to keep those bathrooms full.
I don’t think there’s an actual answer because everyone’s story is different.  A family of 6 needs more than a family of 3.  A family with a lot of boys, tends to go through a lot 😂

I’m in Massachusetts, it’s scarce. I can’t find big packs and haven’t for almost a month. I did find the randomest bamboo tp brand that was a 6pk, limit 2 per customer. So if I was lucky enough to be at the store when I shipment came in of say a 24 pk, I’m grabbing two. Idk when I’ll see it again. People are even swiping it from each others shopping carriages

I always buy the costco pack and it lasts my family of three about 5 months. I bought one in january and havent bought any yet.. i mean I guess you could say I always buy a hoard since it lasts so long but its nice only having to buy it 2 to 3 times a year and not running out.

Depends on the family size. For myself and partner I would say more than 3 packs but 2 is normal when we shop cause Costco is pretty far so we stock up whenever we go normally.
