Do i need new car seats?

I’m just wondering if I need to replace my car seats or if they’re still okay to use.

My boys are almost 3, and I don’t know if it’s because I would have to fight to get them into their seats when it was rear facing, but I took off the seat covers to wash them, and I noticed the foam around the top of the seat is starting to come off. It’s on the area that sticks out, see picture. I’m not 100% sure if this is just extra padding or if it’s actually a safety measure. So before I order, 4 new car seats, I just wanted to get your opinion.

Please, no hate, the car seat covers has hidden the fact the foam had an issues and I honestly didn’t know there was anything wrong with it and if necessary I will order 4 new car seats today and find a way recycle the ones I have.
