What are these bumps?

Any idea what these are? He has a handful of them along his hairline and they've been there for weeks. They don't bother him at all. I had intended to ask the pediatrician about them at his next check up but that was canceled due to COVID19. Anyone seen anything similar before? (They look blister-y but are pretty hard feeling.. hard to get a good pic)
