stimulus check/trump

me and my sister always get into it over trump. she's in love with him and thinks hes God's gift to earth. she was saying people who dislike trump or talk poorly of him shouldn't get a check. 🙄🙄 during a pandemic is it up to the president to order this? or does it automatically happen during a pandemic no matter who is president. I know this is a stupid question but I'm annoyed with her and unsure if shes right
