To tell or not to tell....

I'm 19 weeks and dad feel of the face of the earth at 10 weeks. His family has no clue that he's having another baby. This is his 3rd, I think they only know about kid 1. I know a lot of people who know his sister, should I tell her myself? If he doesn't want to be involved that's fine but is it fair to the baby and the rest of his family to miss out because he's a flake?
