It does look like one, but do speak to a pediatric dentist and see what treatment would be best. A frenectomy (getting it cut) is like the "last resort" treatment; oftentimes there are other things that can be done so the tie doesn't impede anything.

I had one like that when I was little and a dentist told my mom to have it fixed(I was like 2 or something) then my mom had her own dental appointment(with an oral surgeon) and he was like “No! Do not get it cut! Wait until she is 5 or 6 they usually resolve themselves”. He said in some cases it can cause receding gum lines. Which it did go away for me! My daughter has one, she’s 2.5 but she recently injured herself in the lip area from tripping and ripped her labial frenulum(the skin you’re asking about) and it’s practically gone. 
Im actually a dental assistant now, and I usually hear the dentist tell mother’s to not have is cut or burned unless they are having trouble eating, talking, etc.
You should bring it up to your child’s doctor if it really concerns you and not really people on here, but I believe if it’s not really causing him pain or causing him to struggle it should be fine. And if it’s still there when he’s a little older and causing his teeth to space out more than naturally then it can easily be fixed.

Yes a pretty bad one in my opinion since it caused that gap in their teeth. Definitely get referral and see what they say

Find a dentist who specializes in ties. Bonus points if they can do a laser procedure vs a cut.
Most pediatricians do not go out of their way to get extra schooling with ties and therefore aren’t always well versed in them.
