am i being used?

i’ve been talking to this guy for almost a week and things have been going really good. we’ve been getting to know eachother, he compliments me a lot, and just seems to be interested in me. i brought up the topic the sex and how im not interested in it unless i’m in a relationship and he respected and says he wouldn’t put his hands on me nor make a move unless he knows it what i want. but yesterday we were talking about how we’ll get together later on when all this covid19 stuff is over and he was giving me all these options that he’d like to do with me. it made me feel really good that he actually wanted to go out and do things together but then a couple hours later he was talking about how we’ll be going to his house instead of doing what was said. now i’m confused because is he just trying to use me for my body. i did tell him that i’d be fine with doing somethings with him before all this but not sex.

edit: he said he’s low on cash but if anything we can just take his dog out and just drive around instead
