How to stop letting water out?

So my son (16 months) has recently discovered how to pull the drain plug out of the bath tub to let all of the water out. I tell him no, move him away, and even pull him out of the bath, but he won't stop grabbing the drain plug. Any tips on how to stop this so he and his brother can actually enjoy their baths again?

When mine started doing this, I would firmly say no and if she did it again, bath time was over. But sister got to stay in. She quickly learned to leave it alone.

Maybe a mat for the bottom of the tub that you could put over the drain. We have a whale shaped anti slip mat from skip hop that suctions to the bottom of the tub

Take the chain off or get a non slip bath mat that has a cute fish design or something and place it over the plug?

I would warn him once or twice, then take him out and hold him on your lap while watching brother or have hubby take him so his brother can enjoy a bath still.

Maybe give him something else to play with? So he's no longer as drawn to the plug?
