can verizon phones ring with no minutes?

Sister told me her phone doesn't have minutes but it still will ring and says she doesn't have no voicemail. she has to come pick up her son. Does Verizon prepaid do this? She can get on the internet and etc but she claim she can't answer it

Yes it can happen and it sucks. Without minutes a phone can still ring as normal on your end and not even register on her end. I'd give it a few and test it out, by then after a few rings it will say "the number or code you have dialed is blah blah blah." There are apps that allow you to make calls and send text with a wifi connection. Also fb messenger if that is something you two use. 😊😊

I thought regardless of provider that minutes only started counting from when you answered the phone. However most providers have mobile to mobile where if you're a Verizon subscriber calling another Verizon subscriber, or T-Mobile calling another T-Mobile number, etc, it's free, one way they try to encourage people to use them.
