Do you need a license to own a car?

Didn't know where to post this question but.. in thf state of North Carolina do you need a license to put your name on a car? I was given a car by my father i am working on getting my license but I want to put the car under my name even though I won't be driving it i just don't want to pay to put in under my mothers name and once I get my license pay to have the car to my name you know. Main question can I get the car under my name without a license?
