Is this legal?

Hey so my SO’s friend just got an adorable little Belgian Malinaous (I think that’s how it’s spelled) puppy that is 11 weeks. He asked for a vet recommendation and I gave one and mentioned “oh and you might want to make your neuter appointment in advance. They book up quick but I got Yoshi done at 1year because that’s what they recommended and what they might say for you too. Gives you plenty of time” and he said he wasn’t getting him neutered. I thought that was weird but let it go cuz his dog not mine. But then he said hes going to have it trained for defense and attack but not going to register it at all. Like not even get a dog license from the county. And I asked why and he said he didn’t want to deal with the hassle. So I explained that I did it online and it was done in 5 minutes.

I made a point to have my boy licensed because he loves going to the dog park and there’s little signs everywhere that say they’re required.

Now obviously I’m not gonna nark the man to the cops over this or anything but I was wondering if what he’s doing is actually okay. Because to me having an otherwise unsocialized/obedience trained dog that is unlicensed trained as an attack dog on a property with a 4 ft fence next to a high school? Doesn’t exactly sound the brightest to me. But I’m not sure if he can actually get in trouble for it. I wanna just give him a heads up on it if it is something he could get fined or something for. Thanks in advance! (P.S. I don’t agree with what he’s doing AT ALL but I’m just trying to figure out if he could actually get in legal trouble for it so I can let him know. He has never owned his own dog and still lives with his parents)
