14 month old behavior

I need help as I am a FTM and lately my 14 month old son has been misbehaving. What he does that drives me and my husband crazy is.....screaming constantly when he is mad or playing and screaming in his high chair while throwing food during meals..

He understands “no” but continues to do it. We’ve tried to get on eye level and patiently say “no, no more” or “food stays here” “shhh be quiet” over and over. I even try to ignore and let him calm down. I distract him with toys, tv, snacks. We live in an apartment and a neighbor called the cops on us for a noise complaint..😓

In my culture, growing up my huge family is used to spanking from the beginning but I don’t want to get down to that. Everyone in my family has temper and aggression issues and I feel like it rooted from that. Sometimes I give in and give him a light smack on his butt however it does not phase him lol 🤦🏻‍♀️

Please help me how you handle this!!
