Nashville Party?

Question

So, my FIL is turning 70 and is having his birthday party in Nashville next month. I’m in Houston.
Our hospitals here are filling up and I’m not getting on a plane with my baby anywhere, much less another red zone. My husband has decided to drive up and wear a mask, but I’m confident he may be the only one wearing one. The party is outdoors and fairly small (~10-15 adults) and I’m sure there will be indoor time and pressure to dine out, potentially.
Would you have your husband quarantine away and get tested before or after the journey? It seems that infants less than 12 months have an 11% chance of developing a serious case, according to the CDC and Mayo Clinic. We all know what the risks are for a 70 year old but I can’t control what he decides to do I suppose.

No but my husband has had to work with the public throughout this whole thing.

I would have him get tested when he got back. My friend just travelled by plane to Texas for work and she had to get tested before going back home (she lives in Puerto Rico and it’s required before flying there). Her test came back positive and she literally has zero symptoms. He could pick it up in Nashville and bring it home and not even know. I live in NJ where it was really bad in April and May, so I might be a little paranoid, but better to be safe than sorry, in my opinion.

Have him get tested when he gets back and secluded to his own area (basement or room) I only say this because my mom works for the Health Department and it’s getting a little crazy out there. She highly suggests not even traveling right now. My pediatrician said babies are less likely to show symptoms/have problems but have had signs of lung damage. 
I absolutely hate this stuff and wish some miracle would happen and it’d fly away 😂 ugh we’ve been stuck inside since Feb essentially... 😩

I think with COVID-19 there's so much we don't know. Yes, you could get it and recover quickly or you could end up in hospital,  and what is the long term damage to our organs? With all of the unknowns any exposure is a no go for me and my family.
Of course if your husband is determined to go, explain that you expect him to come back, get tested, quarantine, and tested at the end of the quarantine. Explain how that would affect you, I.e. taking on extra childcare and housework and what a strain that would be for you. With all of that info he can then decide whether or not it's worth it to go, or stay and celebrate the party online instead.
