Dogs allowed in Grocery stores

I am curious what others thoughts are on this. I just followed a woman into our local grocery store, she had a dog with her, not a service animal and she placed it into the grocery cart - where the person who uses the cart after her will place their groceries. Should this be allowed?? Why or why not?
