Is it normal for an OPK to be this light on cycle day 10??

Depending on your cycle length and regularity you could ovulate later in your cycle.

There's nothing to worry about! 
I basically have no 2nd line at all until about CD13, then it gets slightly darker CD14 and I usually get a positive test CD15/16.
