That's a huge age gap, too big in my opinion. No 16 year old has the maturity of a well-adjusted 23 year old, and no 23 year old should be okay with dating a teenager.

Seriously, one person is only just old enough to legally drive and the other is old enough to have graduated university?

Idk if it is legal it depends on your state. In my state a 16 year old is legal to give their own consent. Check your state laws, it's a simple google search. In my opinion age is irrelevant, it's your maturity level you need to be worried about. But if you're on the same level you will be fine.
