Is this weird behaviour?

My 17 month old has started laughing and hitting himself in his dick over and over. I first noticed when l walked in on my mom giving him a bath. She was singing a song about clapping but he was instead hitting his penis and giggling. I told her that he had to be taught to do that... She just thought it was funny. Maybe this is normal behaviour but I'm a ftm so idk. Also l noticed he gets erect at times. Is that normal?

Normal. Penises and vulvas feel good (or at least a little funny) when kids touch them. He’s just being a goof. Nothing to worry about. And yes, even infants get erections. That’s also totally normal. 
I would completely ignore the behavior at this point. Drawing attention to it will only make him more likely to do it. 
When he’s older you can start talking about private behavior and how private behavior should only be done in private places.

My son is not circumcised and the last few day he has been laughing when i touch him to pull back the skin to wash him at bath or diaper changes it has made me a little uncomfortable but my husband reassured me that its normal.

I’d like to add that my 16 month old daughter does similar stuff while changing her diaper like grabbing and slapping her private and laughing and it’s totally normal I think she doesn’t see her private often without a diaper so she just gets curious and thinks it’s funny
