Hitting

My daughter is hitting a lot at least a handful of times a day. She always goes to slap them on the face and I worry when she goes near people including other children that she will slap them as she has in the past. I am unsure of how to stop her. I do not want to smack her. If i am holding her I immediately put her down and tell her it is not okay to hit. But it isn’t really working.
