Gemini woman and Capricorn man

This has been the most confusing relationship yet. He’s 9 years older than I am. We are both single parents to girls. He shows signs one minute that he’s interested. Other times he’s too busy with renovating and putting houses on the market. I’ve been to his house where we’ve spent time together. He says he loves me and next minute he’s so cold. He says it’s hard for him to give his heart away but it’s getting on my nerves that as old as he is he says he wants me and the next minute he doesn’t. Am I am a very vocal woman that lets him know what it is that I want. But he’s too stubborn. And a workaholic. If he says that he loves me, wouldn’t he be more open with me. He has a wall up.
