Update: Thank you everyone for commenting. I reported the incident and the police came to talk to us to ask us what happened and to see the bite on my arm. After talking to us and making sure both me and my baby puppy were okay, they left to go talk to the owners. Hopefully this will teach the owners to keep their dogs in the house if they are that aggressive so this won’t happen to someone else and their pet.
