Leaks help

Hi I have had 3 leaks in 5 days using cloth diapers. My baby has a big belly, but it seems that his legs are not as chubby as they should be. The pee leaks from his leg holes, but I don't want to put the diaper tighter because it will be uncomfortable for him, since he has a big belly. Any suggestions out there? Thanks!
