Are you refusing cervical checks?

I think I'm going to refuse cervical checks prior to labor as I don't really see the benefits. However during labor my hospital only admits you after doing a cervical exam and sends you home if you're not at least 4 cm.. Also another check before pushing. Does that sound harsh to anyone?
