Fussy baby

My daughter will be 11 months tomorrow, she lately has been soo fussy all the time! Not wanting to drink her formula, still eating meals. Only will drink 2-3 oz now. She’s not constantly screaming and nothing is making her happy lately. Is this something normal? As in maybe a sleep regression or something..
