Overly friendly a disadvantage?

My 15 month old loves to walk up to people she finds interesting I guess and loves to approach other kids and share her toy. I don't usually stop her because she's exploring afterall. Is this bad?

I was at the mall the other day and she went up to this 5yr old, this girl though took my babes hands and embraced her, gently caressing her face. I absolutely loved their interaction!!!! This is exactly how I like to raise my LO.

She was visiting from Brazil (we are in central Europe) and explained a lot her loving nature. I told her grandmother, you don't see kids being so loving here. Here, by nature their cold and distant, is it even possible to raise a child more open without being defined as overbearing? Do you consider this type of friendliness to be dangerous for kids?
