Is it possible to feel flutters at nearly 14 weeks pregnant?

I haven't had a baby before but I have been pregnant twice before this time, I saw how much baby was kicking at my scan and i felt what I thought were flutters in the area his/her feet were at my scan 😱 am I starting to feel my babys tiny little feet already?? 😍
