HcG levels, has anyone seen a successful pregnancy with these results?

I’m suppose to be 9 weeks, I went to and ultrasound last week (8weeks) and they said the baby had no heart beat and stopped growing at 6 weeks and 1 day. They declared it a missed miscarriage, I’m assuming that is my situation. The same day as my ultrasound I got a blood test my HCG was at 15,276 then I got it tested a week later (should be 9 weeks) and it was 17,615. 
What are people’s thoughts on this? It doesn’t seem like it’s increasing enough.
Has anybody been in a similar situation and had a successful pregnancy?

Make sure you get a second scan
My hormone levels where continuing to increase as my gestational sac was continuing to grow however my baby wasn’t, my pregnant ended inside of me at 7 weeks 5 days however my sac kept growing all the way until I had pills to take at almost 13 weeks x I had 3 scans before the procedure

You should get a 2nd ultrasound. If they were wrong, you should get a heartbeat by now or at least see growth. I had a missed miscarriage but mine was a little different because it was discovered on a 2nd scan, so we already knew my conception date and baby lost the heartbeat. I ended up opting for a d&c, but pills were another option.  But if it was my first ultrasound, I'd wait a week or 2 and insist on a 2nd ultrasound. The blood results suggest the pregnancy isn't progressing, but I'd still get it checked by ultrasound for my own peace of mind.
