Induced at 37+ for bp?

With my first I was induced at 39 weeks because they said I had gestational hypertension my blood pressure that day was only like 128/81, the week before it was 134/82. But they were constantly re-doing it to help the numbers go lower before recording it.

This pregnancy I've been higher and then randomly at 32 weeks it was 128/87 and they said that was GREAT despite the fact that I've been having migraines, swelling, and blurred vision. They checked my urine and said not to worry.

So I'm just wondering like what is this magical blood pressure number? Do I really need to spike over 160/90? Are they only in fear of preeclampsia if ALL symptoms are present at the same appointment?
