She’s 13. She said they don’t itch but i feel like she’s lying lol. They do feel a little raised and dry

has she been washing her hands frequently and using hand sanitizer a lot? that can cause it to get a type of rash that is red and very dry

Looks totally like dry skin and from washing hands a lot, I get this x2!!! Every winter once it starts to get cold outside especially, my hands will get so dry and get like this. Try to find a very good moisturizing lotion!

Looks like dry skin. Try using Eucerin Calming Lotion on them and see if it goes away. My hands get like that every time I forget to moisturize because I wash them too much.
