Can you use foundation in place of a eyeshadow primer?

If you don’t have a eyeshadow primer or eye primer(?), can you use your foundation in it’s place? Or is it even safe to use foundation there(around your eyes)?
(I’m really new to makeup and don’t know a lot of things so please forgive me if this is a dumb question)

Makeup has no rules do whatever you want I’ve used foundation for primer many times helps hide my veins too and the colors looks nice and vibrant

I almost always just put my foundation over my eyes to cover the veins so the shadow looks better. But I’ve also never used an eye primer so I don’t know if it would be better than just using foundation.
