Is it ok for my boyfriend to look under my shirt?

We've had sex before but this is my first relationship and I'm very new to the dating scene so I don't understand everything yet. My boyfriend and I were making out in his car (don't worry, we were away from others and not visible) and we got handsy. He asked me to take off my shirt because he wanted to see my boobs (they were looking bigger because I was wearing a push-up bra). I knew he was loving it but I didn't want to take it off because I hadn't waxed my underarms. So we just continued making out. When we were done, he pulled the neck of my top and got a quick look down my boobs. It just felt weird to me. Is is normal for a guy to do that?

A big part of new relationships is setting boundaries and discussing what makes each of you comfortable/uncomfortable. You must communicate your relationship needs. If you feel like he overstepped, let him know. 
It could be a simple text “hey, remember when we made out the other day and you looked down my shirt? I didn’t take it off because I wasn’t totally comfortable with it and I didn’t like it when you grabbed my shirt and looked down anyways. It made me feel objectified.” 
From there you can have a conversation about why it made you feel uncomfortable and signals for the future when you aren’t okay with whatever physical activity is going on. He must respect you like you would him if he didn’t feel like having sex or showing you his dick that day.

It’s whatever you feel comfortable with. If you want to slow it down and take it easy nothing is wrong with that but you need to speak up and let him know what your boundaries are. There’s no right or wrong about a timing. People sleep together on first dates and never met and some people wait until marriage to even see each other naked.
