Does he love me?

I’m interested in a guy who I’m deeply in love with, and claims he is too but his only problem is he’s not available for me. I guess his only problem is his biggest.

We still act as if we’re in a relationship: face time every night, send endearing messages, talk about our feelings, plans, etc. The issue is every-time I bring up the idea of marriage or the future he claims this,

“It’s too early right now. We’re 20 years old, how do I know you’re the love of my life? I wanna test the waters with others first to know if this is true.”

When he says that to me, it makes no sense. This is because I have no urge to test out the waters and see other people. I’m so confused because he practically gives me all his time, but also pushes me away romantically. Reserving his feelings, telling me to go talk to other guys and that he wouldn’t be hurt, etc. Keep in mind this is sometimes, other times he’ll be like I stated earlier acting like we’re in a relationship.

My question is does someone like this truly love me like he says he does?
