International travel during pandemic?

I’m conflicted about this. My husband has to travel internationally from Europe to US within the next 2-3 months. The pandemic situation is getting worse where we are now and we are considering getting back to US and hunkering down for awhile until things get back to normal(who knows when or how?). We have a 2 year old. The flying part isn’t worrying me so much although I wish he could be older before we have to do 30+ hours of flying and layovers. We have already discovered we have only 6 airports in the US that we will be allowed to fly into. The part that isn’t clear is how the quarantine is supposed to be carried out. We could fly into JFK in New York or Chicago. But then to get to our final destination, we would have to catch another 1-2 flights and then drive for another 3 hours. Is that allowed to do before we quarantine for 14 days? The information on all the different websites do not address this. Any information would be helpful. TIA

Yes, my husband could travel alone. But, it also could result in an unknown return, if we stayed behind. The borders are not wide open and there is very little notice before restrictions are implemented.
