Can someone explain the new stimulus bill for the US?

I'm not really into politics or follow what the government does/ doesn't do, but can someone explain this to me? It just doesn't seem right so I'm wondering if there is a reason why the US government is sending so much money to foreign countries but not giving hardly anything to their citizens? 
I just want to understand if there is a reason because looking at that chart is making me annoyed.

The chart seems deceptive. Looking at domestic and foreign funding we are seeing the total amounts being given to whole institutions and countries, while the amount labeled “American people” is the individual amount going to one person for this stimulus payment. 
If we add up domestic and foreign aid all those big numbers total about $6 billion US dollars. Every individual US citizen receiving $600 is total $190 billion, and we also received a stimulus earlier in the year that  added up to $340 billion for the American people as a whole. And those two stimulus amounts do not include small business relief or extra unemployment benefits.
So while the government committed $6 billion to domestic and foreign aid, $530+ billion has been committed to the US people.

I don’t get it. 
I hear Americans complaining all the time that socialism is evil.  The government hands out money, even to employed Americans, and all I’m seeing is complaints that it’s not enough.  Someone that is against socialism approaches can you please explain this to me?
I’m in Canada and we haven’t even received a pay out like this.

I love how these keep listing $600 for the comparison instead of the total nearly 10 billion it will actually mostly likely be when you multiply it by how many are receiving it. They also leave out the rest of the covid related expenses, like the increase in unemployment benefits and programs to assist in certain entertainment industries. It also doesn't mention that they were already debating all these things and just decided to roll two bills together for efficiency, not trying to last-minute tack crazy stuff onto covid relief. 
I mean, we can definitely have a healthy discussion about why there's money going to other countries, for sure, but that list is dishonest and designed to get people mad.

There is so much to this that we cannot possibly know all of the ramifications.  All we can know for sure is what we personally end up getting, if anything and we know that we get to pay for it also...for the rest of our lives!
