Can babies who were born with drugs in their system have behavioral problems??

My two year old step daughter is really out of control. I know there’s a thing called terrible twos but I feel she is beyond it! She is very disrespectful I mean like she will throw her cup or pull up at you until you get her some juice or change her. If you tell her no to something she screams and yells she will do it her way. She constantly hitting my 10 year old son if he doesn’t help her with something in a timely manner. She will scream in your face until she gets what she wants.

We tried everything. Taking away her favorite things, making her sit in time out, making her stand in corner for a few mins but it seems like things are only getting worse. I’m literally stuck on what to do or how I can help her but I’m losing my shits! My mother told me it’s probably because she was born with drugs in her system but I don’t know if that really causes issues. Anyone have advice or suggestions they can offer!!!
