It looks like acne to me. My baby girl had it for the first couple of weeks and it went away in its own.

Baby acne. Perfectly normal. It's related to our hormones via breastmilk (studies say). Avoid using soaps/shampoo that are not for sensitive skin. Or avoid altogether. 
Rinse baby with just water over the most affected areas. Also do breastmilk baths (express 15-20 mls) and dab over affected areas daily. The best cure though is time and it will eventually go away
