Neighbor keeps letting my dog out. What should I do?

So I’m in a bit of dilemma, I have an existing issue with my neighbors because of parking. (Public parking but apparently in the ghetto u can only park in front of ur house🙄🙄) well I’ve had my rescue pit for 5 months now and only recently has issues with him getting out started occurring.

Initially we thought because he wasn’t stimulated enough. So we increased walks and play time to wear him down and got more puzzle toys, left the radio on when no one will be home and we make sure gates are closed.

Well recently my dogs been getting out. And gates are being opened or left open. We got a camera installed and today I finally saw it’s my neighbor opening the gate.

Idk what to do. Is this even a crime? They’re not arresting or punishing many people right now unless it’s violent so I feel stuck. I’m at the point where ima start retaliating but I really don’t want to cause any more drama. I just want to protect my baby.
