Should fines be calculated based on income?

Im currently lurking on a debate online about this quote: "If the penalty for a crime is a fine, then that law only exists for the poor".

The main discussion is that fines should be a deterrent for ALL, and not just to those who cannot afford it. So to do this, they must fine based on income and not a fixed penalty charge.

As an example, a parking fine is ~£50. If you are rich, this is pocket change and will not care if you get one and continue to park anywhere you wish.

If you are poor, getting a ticket could mean you will miss a bill payment, or not eat for a while, which will deter you from re offending.
