Is it to late for tummy time at 8 months almost 9

My baby hated tummy time but now she is having a hard time crawling or being on her tummy and she’s also a side sleeper she can lift her head and roll around sit up fine it’s just being on her tummy and trying to crawl it seems to be very hard is it to late? Did I mess up
