Kittens fight like all the time and it’s the same with cats there’s no big of a problem unless there’s blood or injuries happening but if you sometimes tell them no by clapping your hands or shouting at them to stop it then soon enough they will learn to not be so violent with each other my cats have been getting better by doing this but you will have to be clam and chill  because it does take sometime but don’t be so rough that you teach them to be mean and mad grumpy cats in the future

Positive reinforcements and redirection - discipline will probably just make things worse. If it's just the one toy he's possessive over, remove it from the picture and give him another and see how he does. If he's like this with every toy, only provide him with ones that you have control over.
Just because they're brothers, doesn't mean that the know each other. Keep them separated unless you can supervise them, until they get used to each other. And I mean separated - different rooms, with their own litter boxes, food and water dishes. There are slow introduction methods you can find online to "reintroduce" them. When he starts beating up on his brother, separate them and redirect his attention with a toy. 
Make sure they're both being stimulated mentally and physically - cat trees, toys, etc. 
Get them neutered as soon as they're able. That should help with territorial issues and general aggression.
Remember that they are kittens - literally babies. Developmentally, they should still be with mom right now. They're going to test boundaries, but eventually they'll wise up as they get older. Giving them good methods of play time will show them what is the right way to play and what isn't.
