Question regarding circumcised baby boy

My son is 4 weeks old, below the head of his penis is like a swollen area of skin that is around his whole penis, I’m not sure if this is the shaft that he will grow into or what but all there is to his penis is the head and this swollen looking area. I’m a first time mom and I guess I’m not sure what to expect
