All-terrain double stroller?

In need of recommendations for good rated all-terrain double strollers! We live on a gravel road and currently have the Chicco jogger single stroller for our 19 month old (has the big bike wheels with suspension system). Trying to research double strollers that will handle gravel/rough roads. Doesn’t have to have the big bike wheels but must have some sort of suspension system and durable wheels (not those cheap hard plastic ones). Preferably under the $450 price point. Thanks!
