Licensed Aesthetician here! I believe that’s a milia OR cholesterol deposit. It’s hard to see cause the picture is blurry. You can’t pop it, it has to be lanced and extracted. Super common though. I have one right now too.

I had two of them on my eyelid for about a year and I picked them off. Didn’t leave a mark or scab either🤷🏼‍♀️

A dermatologist can easily find what it is and remove it permanently. It may be a skin tag, a mole. A pimple. A cyst. What ever you do. Do not try to remove it your self
