Baby skin breaks out

My son is 11 months and his face sometimes has texture skin where it’s just tiny bumps all over his face and then he breaks out in big pimples above his lip and don’t go away fast . I don’t know what they are or what to do . He uses the johnsons baby lotion and I got him aveeno baby skin lotion for dry skin since it’s winter here and his cheeks get dry and flaky . I don’t know what to do because him and my 4 year old have the same skin issues . Can anyone help me ?
